Annual appeal versus special appeal
BPAAR hears ordinary annual assessment appeals. Special appeals are available year-round for specified written determinations, including assessment changes, catastrophic loss, Clean and Green, exempt status, Homestead/Farmstead and interim assessments. The official special-appeal instructions require filing within 30 days of the notice’s official mail date.
Prepare evidence and hearing logistics
Allegheny hearings can be conducted by telephone. Confirm receipt, submit evidence on schedule and provide the telephone number requested for the hearing. Evidence may include a recent appraisal, comparable sales, photographs, repair estimates and records correcting the property description.
Exemption and abatement requests
Nonprofit and governmental property exemption requests use a specific application and service requirements. Homestead/Farmstead and other abatement programs have separate rules. Do not use a generic exemption label without identifying the exact program.
Tax and land-record checks
The assessment portal includes tax information, but use the County Treasurer for the current county-tax account. Recorded deeds, mortgages and satisfactions must be searched through land records. A base-year assessment and a current market estimate are not the same figure.
