What the public record contains
Oregon property records display several values that serve different purposes.
- Real Market Value (RMV)
- Maximum Assessed Value (MAV)
- Assessed Value (AV)
- Tax rate, levied tax and compression history
- Property ID, address and ownership data
The taxable value may be lower than RMV because AV is generally the lower of RMV or MAV. The parcel map is not a survey.
Use the correct office
| Task | Responsible office | Best next step |
|---|---|---|
| Value, ownership or tax statement | DART | Use MultcoPropTax or TaxGraph. |
| Tax payment | Multnomah County Tax Collector | Use official payment options. |
| Value appeal | Property Value Appeals Board | File by December 31. |
| Recorded document | DART Recording | Use MultcoRecords or office research. |
Oregon RMV, MAV and assessed value
RMV estimates market value as of January 1. MAV generally grows under constitutional limits, and AV is the lower of RMV or MAV. New property or exceptions can change MAV differently.
Multnomah exemptions and special property
DART administers forms for exemptions, special assessments and multiple property types.
- Veteran and surviving-spouse exemptions
- Senior and disabled tax deferral through Oregon programs
- Business personal property filing
- Manufactured structures and floating property
- Farm, forest and other special assessment programs
Multnomah PVAB appeals
Property owners can appeal RMV or certain assessed-value issues to the Property Value Appeals Board.
- Review the tax statement, RMV, MAV and AV.
- Contact appraisal staff if the record or condition is wrong.
- File the PVAB petition by December 31.
- Provide appraisal, sales, condition evidence or factual corrections.
- Attend the board hearing during the following winter and spring.
Property-tax bills and payments
Statements are mailed before late October. Tax can be paid in full in November or through installments in November, February and May. Full timely payment can qualify for a discount.
Deeds, ownership and recorded documents
DART’s Recording unit maintains recorded documents. MultcoRecords can return document number, type, recording date, parties and legal description.
Multnomah special-property issues
- Oregon tax compression can reduce levied tax below the pre-compression amount.
- Floating property, moorages and manufactured structures have specialized treatment.
- Tax Title manages county-owned tax-foreclosed property, not all foreclosure sales.
- Business personal property requires annual filing.
Common lookup and record problems
- Do not compare RMV directly with another property’s tax bill.
- Use the property ID when an address produces multiple results.
- A yellow or lender-requested statement does not guarantee the lender paid it.
- Check the posting date after a recent payment.
- Use recording records for deed questions and TaxGraph for value history.
Buyer and homeowner checks
- Compare RMV, MAV and AV.
- Review exception value from recent construction.
- Check all levy-code districts and special assessments.
- Search recorded documents and ownership.
- Confirm the installment status and any tax deferral.
Local bottom line
Multnomah’s DART system is integrated, but Oregon’s RMV/MAV rules make simple market-value comparisons misleading. Read the tax statement and value history together.
